Following the structural failure of the Third Five-Year Plan due to consecutive droughts and conflicts (Indo-Pak and Sino-Indian wars), the government was forced to declare a "Plan Holiday". Instead of a full five-year plan, three successive Annual Plans were implemented during the period from 1966 to 1969.
