Lord Cornwallis introduced the Daroga system as part of his police reforms in 1973. He divested the Zamindars of their traditional policing powers and divided districts into circles or Thanas, each placed under the charge of a government officer known as a Daroga, who was placed on the state payroll and under the direct supervision of the District Magistrate.
