What is the site of perception of photoperiod necessary for induction of flowering in plants?

Flowering in plants depends on the relative duration of light and dark periods. The site of perception of these light/dark stimuli is the leaves. A hormonal substance (florigen) is hypothesized to travel from the leaves to the shoot apices to induce flowering.
