Which amendment made written advice of Cabinet mandatory for Emergency declaration?

The 44th Constitutional Amendment Act of 1978 introduced several safeguards against the misuse of emergency powers. It amended Article 352 to declare that the President can proclaim a National Emergency only after receiving a written recommendation/advice from the Union Cabinet.
