Who drafted the Congress Enquiry Committee Report on the Jallianwala Bagh Massacre?

Following the Jallianwala Bagh Massacre in April 1919, the Indian National Congress appointed an un-official committee to investigate. Mahatma Gandhi was tasked with preparing and drafting the final report of this Congress Enquiry Committee.
