Who opposed the burning of foreign clothes during the Non-Cooperation Movement?

During the Non-Cooperation Movement (1920–1922), Mahatma Gandhi organized massive bonfires of foreign-made cloth to promote indigenous Swadeshi items. Rabindranath Tagore strongly opposed this practice, describing the burning of garments as a "callous waste" (nisthur nishproyojon). He maintained that instead of being destroyed, the clothes should have been distributed among the impoverished population of the country.
