Who ridiculed Gandhi as a 'seditious fakir'?

In $1931$, British politician Winston Churchill famously expressed his disgust at seeing Mahatma Gandhi staging a civil disobedience campaign and negotiating on equal terms with the representative of the King-Emperor, calling him a "seditious Middle Temple lawyer, now posing as a fakir of a type well known in the East." This was popularly condensed in historical memory to "seditious fakir" or "half-naked fakir".
